In 2024, the EU adopted the world’s first comprehensive legal framework addressing artificial intelligence. The EU AI Act classifies AI systems by risk level, banning those deemed “harmful” (such as social scoring) and regulating high-risk AI.

After the celebrity deepfake controversy spawned a spate of state-level legislation, the U.S. congress passed the TAKE IT DOWN (Tools to Address Known Exploitation by Immobilizing Technological Deepfakes on Websites and Networks Act) Act in 2025, criminalizing the nonconsensual online publication of AI-generated deepfakes and intimate images. Platforms are required to remove the images within 48 hours of a report. Similar mandates have been made in South Korea, China, India, and the U.K.
